Memorial Scholarship Funds

The purpose of these two funds is to assist Michigan Assessors Association (MAA) members whose employers provide no funding for education and who are financially burdened to self-fund educational opportunities.  The funding for these scholarships is made available by the Executive Board of the Michigan Assessors Association and private donations to provide greater opportunities for members to attend educational courses and seminars.  The funding is awarded to any MAA member who demonstrates a financial need, and intends to use the funds to complete an educational activity.

Description - Course Description: This course focuses on “how to do your job accurately” as an entry-level
office clerk/technician. At the end of this class, students will have a clear understanding of what an assessing office does, how it operates, and what part clerical employees generally play in the office’s overall function. Each section will provide material and/or situations that are representative of what an assessing clerk encounters daily and how they deal with that situation.

Using STC publications, as well as industry standards and best practices for material and testing, at the end of this 16 hour course, the student/participant should have the basic skills and knowledge of data entry, policies and procedures in an assessment administration office.

Description - TRANSFERS OF OWNERSHIP Implementation and Administration:
The local assessor is responsible for the implementation and administration of the Transfer of Ownership statute. Assessors must understand the statute and chain of title to make accurate and consistent decisions. Assessors need to manage the documents and forms as well as process them in the CAMA system. This class will use the STC Transfer of Ownership guidelines and STC bulletins to cover what is and what is not a transfer of ownership. Best practices including data processing and managing documents/forms will be covered.

END OF ASSESSMENT CYCLE PREPARATION:
Course Description: Finalizing the assessment roll is one of the most important tasks an assessor has. Besides the statutory deadlines, assessors must understand the importance of completing steps in order and how the CAMA software works. December, January and March are when the assessor’s office is busy pulling together all the work that has been completed since the close of the March Board of Review. This class covers the “basics” of how to finalize an assessment roll, but is designed for basic, intermediate and experienced assessors.

Description - AGRICULTURAL ROUNDTABLE
Course Description: Most assessors agree that the assessment administration of agricultural properties can be aggravating. Assessors agonize over classification, qualified agricultural exemptions and transfer of ownership. Join us for this workshop style class where the attendees will discuss actual scenarios that assessors have to deal with on a regular basis. The reference material used for discussion will be the General Property Tax

Act, STC Bulletins and STC Publications.

*Attendees, you are encouraged to bring examples of Ag related situations that you
have struggled with so we can work through them together during the class.

BASIC EXCEL FOR ASSESSORS
Course Description: This hands-on course is tailored for Michigan assessors who are new to Microsoft Excel and want to build a solid foundation in spreadsheet skills. Participants will learn how to create, format, and organize spreadsheets, perform basic calculations, and begin analyzing assessment-related data. The course focuses on essential Excel functions commonly used in assessment work, providing practical tools to support daily
tasks. No prior Excel experience is required—perfect for assessors looking to go from beginner to confident user.

*Laptop with Excel required for this class.

Description - Following March Board of Review, is a great time to start preparing for possible taxpayer appeals to the Michigan Tax Tribunal or to the State Tax Commission.  How do I answer an appeal?  What forms do I need to file?  What items should I include to defend my opinion of value or my determination of classification?  This course is designed for assessors to gain an understanding of what to expect when they receive an appeal and what steps to take after.
