MAA President's Message


November/December Message

I would like to thank everyone for allowing me to serve as your President over the last year.  The MAA Board and Committees are made up of many different people and I would like to thank all that have served over the last year for your time and commitment to our organization.  My time serving on the MAA Board has helped me to realize just how much we need organizations like ours to help educate and advocate for our industry.  I would like to wish Jim Elrod the very best as he assumes the roll of President in the coming months.  It is a comfort to know the MAA is in such capable hands.

On another note, many of you have heard me talk about a resource page on our website.  While I was hoping to have this project complete by the time you read this message, we are still working to get the project completed.  The immediate goal is to help assessors pass the new upcoming round of STC audits by providing examples of the various policies, resolutions, land value grids and ECF grids that we all may need to receive a perfect score.  Moving forward, I am hopeful the organization can build on that base to make this section of the website an ever-growing source of documents that can help assessors in their day-to-day operations.  So stay tuned, good things are to come.

Revised 2023 Certification Level Requirements

State Tax Commission

The State Tax Commission at their meeting on August 23, 2022, approved the 2023 certification level requirements for Counties, Townships and Cities.  The values contained in the Township and City Certification Level Requirements have been updated to reflect the appropriate state equalized value amounts.  The State Tax Commission is scheduled to review and approve the updated Township and Local Unit Certification Level document at the October 4, 2022 State Tax Commission Meeting.  The certification level requirement for a County is based on the highest certification level requirement of the local units within the County.

Please note, if a Township or City required an MMAO Level (4) certification for 2022, the State Tax Commission has determined that the local unit will continue to require an assessor of record with an MMAO Level (4) certification until the local unit can show a decrease in SEV for two consecutive years.  Similarly, if a County required an MMAO Level (4) certification for 2022, the State Tax Commission has determined that the County will continue to require an MMAO Level 4 certification until it can be demonstrated that, for two consecutive years, the highest certification level requirement of the local units within the County is an MAAO Level (3).

The Commission also approved the process and conditions in which an assessor, local unit or county may request a waiver of the required certification level requirement.  An assessor, local unit or county who believes they meet the conditions for a waiver may complete the process by submitting the appropriate form to the State Tax Commission no later than October 31, 2022.

The 2023 Certification Level Requirements for Counties, Townships and Cities are attached and available on the State Tax Commission's website.  Additional information regarding required certification levels for 2023 for all local units of government can be found in a report published on the Commission's website at https://www.michigan.gov/statetaxcommission under the "Assessor Certification and Education" heading.  Additional information regarding the assessor of record certification level requirements is contained in Bulletin 7 of 2022.
