March/April Message

Dear MAA Members,

Keeping up with traditions of the President’s March Message: It’s the time of year again to prepare for the March Board of Review! I actually look forward to this time of year with excitement. A year's worth of hard work leads us to the development of our final numbers, which we get to share and discuss with our Taxpayers. So as change notices hit the mailboxes and the phones begin to ring with questions, I wish you all the very best during the busy month of March.

Exciting news has come out of Governor Gretchen Whitmer’s office this last week with the announcement of appointments to Boards and Commissions.  She has re-appointed Judge Patricia Halm and Judge Marcus Abood to the Michigan Tax Tribunal and our very own Peggy Nolde to the State Tax Commission. Their terms will expire in December 2030.

Also, a reminder to take advantage of what MAA has to offer and renew those memberships. Statewide professional education, legislative & policy updates, peer networking, and career resources and support are just a few of the benefits you will receive as an MAA Member.  The Education Committee has been working diligently to provide an array of classes this year, both virtually and in person, all across our great State of Michigan. As I write this message today the first-class registration has begun, so sign up early to secure your spot!

MAA School for this year will be held September 28-30 at the beautiful Treetops Resort in Gaylord. Also new this year are our MAA Summits, which are one-day schools designed to meet our members’ needs.  These will be educational opportunities that will offer unique courses at various locations around the State, including Okemos, Escanaba, Cadillac & Livonia.

Finally, mark your calendars for August 23-26 for our Annual MAA Conference. This year, it will be held in the exciting and vibrant downtown Grand Rapids at the Amway Grand Plaza Hotel. The Conference Committee has already been working hard to plan great education, fun networking events, and opportunities for professional development.  Make sure you secure funds in your budget to attend these very worthwhile and beneficial events.

INTRODUCTION
The Kent County Purchasing Division is soliciting proposals for a Designated Assessor. As required by Michigan Compiled Laws beginning December 31, 2020, every County shall have a Designated Assessor on file with the State Tax Commission. On behalf of its 21 townships and 9 cities, Kent County is seeking a qualified individual to serve as the County Designated Assessor, which will be designated by an Interlocal Agreement executed between the County Board of Commissioners and a majority of the Assessing Districts in the County. The individual designated as the County’s Designated Assessor must be approved by the State Tax Commission.

SCOPE
The scope of work is defined in the Interlocal Agreement attached as Exhibit A. Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein.

INQUIRIES
Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the right to determine the response format or not respond, at its sole discretion.

PRE-SUBMISSION ON-SITE INSPECTION
A pre-submission conference will not be held for this Solicitation. Utilize the inquiries link posted with the Solicitation to request additional information. Discussions between Respondent and Kent County staff during the on-site inspection do not override any written specification or correspondence provided in this Solicitation.

REQUEST FOR PROPOSAL SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due date/time specified by the designated clock (local time). Late, faxed, or emailed submissions will NOT be considered.

Submissions may be submitted electronically on the Bid Opportunities page of the Kent County Purchasing Division's website. Respondent must include a complete proposal as 1 non-password
protected PDF document.

The time required to upload a submission may vary. Respondent assumes all risks associated with electronic submission, including technological difficulties, and deems the County and its service provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's email. Respondent shall view the link in the confirmation email to determine accuracy prior to due date/time.

Submissions must be in the format outlined below:

  • Contact information, including but not limited to applicant’s name, address, phone number(s), e-mail address, STC Certification Number, STC Certification Level.
  • The proposed location where the primary duties associated with being the assessor of record for an assessing district will be performed. (i.e., administrative offices of the assessing district, designated assessor’s office or other location).
  • A resume, curriculum vitae, or other documents providing the applicants current employment status as well as additional and specific details regarding the applicants current assessing or equalization responsibilities and local unit assessing experience that Kent County should take into consideration when selecting the best candidate to be submitted for approval as its Designated Assessor.
  • Disclosure of any conflicts of interest involving the applicant, the County, or any assessing district, if applicable.
  • A proposed description of property tax appeal responsibilities for small claims and entire tribunal appeals the Designated Assessor would have when acting as an assessor of record for an assessing district.
  • Proposed schedule of fees, including but not limited to payment terms and payment responsibility while serving as the assessor of record for an assessing district by virtue of being the Designated Assessor for Kent County.
  • Proposed schedule of fees, including but not limited to payment terms and payment responsibility for an assessing district while serving as the Designated Assessor for Kent County but not serving as the assessor of record for that assessing district by virtue of being the Designated Assessor for Kent County.
  • If a fee from the previous paragraph is proposed, describe any proposed responsibilities, if any that may be associated with the fee and that may subsequently be incorporated into the final agreement.


Kent County is not liable for costs incurred prior to award. A submission constitutes an irrevocable offer for a period of 45 days from the due date/time. In the event the notification of award is not made within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of their submission.

Submissions may only be withdrawn by written request if the request is received before the due date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
