Deputy Assessor

General Summary
Under the general supervision of the City Assessor, the Deputy Assessor shall perform technical work in the collection of the assessment roll and departmental data, perform State Tax Commission procedurally approved inspections of residential properties and some commercial and industrial properties, process personal property statements, as well as additional duties that are necessary in the completion of the assessment cycle. Essential duties will include, but are not limited to:
- • Performs State Tax Commission procedurally approved appraisal of all residentially classed properties and some commercial/industrial properties.
- Performs field work and data analysis for residential properties and assists the assessor with commercial/industrial properties. Includes inspections, measurements, a varying degree of complex sketches, and valuation for re-inspections, new construction, and omitted property with a proper understanding of the calculation of new, additions, loss and losses.
- Processes a diversity of recorded documents/instruments with varying degrees of complexity; capable of interpreting complex metes and bounds descriptions and researching legal descriptions to verify authenticity.
- Process all ownership transfer documents, including but not limited to Property Transfer Affidavits, Principal Residence Exemptions, Rescinds, Conditional Rescissions, and denial forms. This includes communicating these documents to other departments and County affiliates, as well as reviewing the County sales study and purging of non-representative sales
- Answer and/or route in-person, email, mail, and telephone inquiries from the public. Assist and respond to general inquiries from the public and internal requests regarding assessment data. Route other inquiries to the appropriate departments in person, by email, or by telephone.
- Assist in the preparation of the Ad Valorem, IFT, and Special Assessment Rolls and subsequent Tax Rolls.
- Assist the assessor with preparation and processes for the March, July, and December Board of Reviews
- Assist the assessor with the preparation of materials to defend assessments before the Michigan Tax Tribunal, including small claims and full tribunals.
- Assist assessor with a varying degree of complex land values and ECF studies, splits and combinations, and any other duties necessary in completion of the assessment roll on an annual basis
- Works in conjunction with other departments for the city and county in maintaining BS&A Software, Apex, and GIS systems.
- An employee in this position may be called upon to do any or all of the above essential functions. These examples do not include all the duties that the employee may be expected to complete.
Required Knowledge, Skills, Abilities, and Minimum Qualifications:
- MCAO(2) Certification by the State Assessors Board with PP Certification
- Graduation from an accredited high school, supplemented by courses in business, mathematics and management.
- One year of computer and spreadsheet application experience
- Two (2) years of assessment administration or related appraisal experience
- Valid driver’s license and ability to drive alone or with a passenger to do necessary field work
- Reasonable knowledge of the three approaches to value, and capable of applying the principles, methods and techniques of real and personal property appraisal and assessment
- Considerable knowledge of the laws, rules and regulations governing real and personal property appraisal and assessment administration.
- Skill in effectively communicating ideas and concepts orally and in writing.
- Skill in the use of office equipment and technology, including computers, calculators and measuring devices, related assessment software, and the ability to master new technologies.
- Ability to establish working relationships and use good judgment, initiative and resourcefulness when dealing with citizens and fellow employees.
- Ability to work effectively under stress, within deadlines and with changes in work priorities.
- Ability to look at a computer terminal and type for extended periods of time, lift items of light weight, and take direction.
- Ability to perform mathematical computations and complete descriptive statistics with accuracy, especially in a computer-aided environment.

Physical Demands and Work Environment:
While performing the duties of this job, the employee typically works in a business office setting where the noise level is usually quiet. Field work may require performing duties outdoors.
Salary and Benefits:
Salary Range $29.14-$31.96 per hour
