City Assessor (RFP)

Background
The City of Dexter, established in 1825 as the Village of Dexter, is a vibrant community with a mixture of residential housing styles from 1800s colonials to luxury condominiums. Our business
community includes a traditional downtown, an expanded commercial corridor, and an industrial park. While there are no large, vacant parcels remaining within the City limits, there
are several residential infill projects currently approved by the Planning Commission or in the construction phase. At least one new commercial building is currently being proposed.
The City’s current Assessor of eight years is retiring on April 30, 2026. During her tenure, all of the real property parcels were visited and updated in the assessment roll, including receiving
updated sketches and pictures. Several staff members have earned and maintain the MCAT certification to assist with front counter services. The City was substantially compliant in the
most recent PA 660 audit.
City Assessor Position
The City Assessor is a Charter position, appointed by the City Manager with the advice and consent of City Council. This position may be filled by an employee or a contracted service
provider. Certification by the State Tax Commission as an MCAO required, MAAO preferred. The Assessor is provided with a private office in City Hall, computer equipment, and access to
BSA.net (on-site and remote).
The City is seeking an Assessor to serve the City of Dexter, which shall include a minimum of eight (8) hours per week working in-person at City Hall (allowing for reasonable vacation and
sick periods). Must possess and maintain a valid Michigan Driver's License.

Scope of Services
- Perform all assessing-related tasks as contained in the State Tax Commission’s Property Tax Calendar.
- Gather and analyze data via field inspections and plan review, and update sketches and record card as necessary.
- Review 20% of real property according to the City’s Assessing Plan.
- Perform an annual property tax canvas and process and distribute personal property tax statements.
- Analyze sales and create accurate land values and economic condition factors (ECFs) to determine market value.
- Communicate, educate, and work with the City’s Board of Review to schedule required annual meetings.
- Conduct appeal sessions for property owners, respond to questions about the assessing process and state equalized and taxable values, and defend assessments in front of the Michigan Tax Tribunal. Assist the City Attorney on full-tribunal cases.
- Assist the Community Development Manager in processing property splits and combinations.
- Work with the City Treasurer to ensure accurate tax rolls, tax parcel descriptions, and TIF districts.
- Perform other assessment-related duties as required.
Candidate Evaluation
Candidates will be evaluated based on their qualifications. Factors to be considered include the experience of the candidate, available working hours, compatibility of the firm
and/or individual to work with City staff and officials, familiarity with and understanding of the City of Dexter or other small urban communities, and proposed fees. The City may elect to
interview one or more candidates prior to recommending a final selection to the City Council.

- Candidates for a contracted position should submit a proposal including the following information:
- o A proposal that provides the background and qualifications of the company or individual, including the proposed assessor of record’s experience, qualifications, and a copy of the State Tax Commission certification.
- Annual contract rate for an initial one-year agreement, with optional rates for years two and three.
- Information pertaining to the company or individual’s status as an independent contractor for insurance purposes.
- Candidates for an employment position should submit a resume and annual salary requirements.
