The mission of the City Assessor's Office is to accurately inventory and appraise every parcel of property in the City of Troy in order to fairly distribute the tax burden, which supports the cost of government. This position supervises and guides department personnel in their daily work so that data is managed into a uniform and equitable assessment roll.
DUTIES
- Supervise appraisers and clerical personnel including assigning and directing their work.
- Develop appraisals of real and personal property under the supervision of the City Assessor.
- Interview property owners, managers, and tenants in order to assist in preparation of assessment and tax rolls.
- Conduct field appraisals of complex commercial and industrial properties.
- Prepare assessment roll adjustments so that the Warrant and various other mandated state and county reports can be completed and filed.
- Analyze real estate sales information to accurately reflect 50% of market value.
- Preparation and annual calculation of residential Economic Condition Factors.
- Processing Land Divisions which includes balancing to the roll.
- Prepare and defend appeals to the Michigan Tax Tribunal.
- Review Right of Way appraisals for the purpose of buying land and buildings for road expansions or public use.
- Supervise, plan and participate in the development and maintenance of accurate records of all real and personal property parcels.
- Perform related work as required.
REQUIREMENTS
- High school graduate or GED equivalent.
- Proficient experience with BS & A Assessing, Tax, and Building software, APEX drawing software, and Microsoft Office.
- Excellent organization and communication skills.
- MAAO (Michigan Advanced Assessing Officer) Certification from Michigan State Tax Commission. Applicant must provide a copy of certification with application.
- Must have a valid Michigan driver license, with a good driving record at the time of application, based on the City of Troy standards.
- As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).
PREFERENCES
- Two (2) years or more experience supervising professional staff.
- Five (5) years or more experience in assessment administration.
- State Licensed Appraisers Certification.
- College coursework in math and accounting.
- Experience in the appraising of complex commercial and industrial property
